introducing yourself, and saying what you like about the idea.

Next please read the following thread which includes an example of
what I think of as a good application -- it includes detail about what
sort of changes would be needed in the code as well as a sketch of a
timeline for the project.

To come up with such details for the Decentralize Introduction project
is going to require you to dig into the code and docs (start with the
notes on our GSoC Ideas page and the associated trac tickets) and
perhaps ask questions.
