[tahoe-dev] failed install with python 2.7

Hello everyone. Noob here, trying to follow the quickstart instructions. 
I'm running XP SP3, and have everything installed for python 2.7. So 
far, I don't get any exe file generated. The two main things that seem 
to be missing are "tahoe-deps" and "vcvarsall.bat"

Thanks in advance for your help.
