I was pleased about Leif contributing more patches and docs and bug
reports recently, but now look!

Leif is apparently deterred from contributing because of the lack of a
public declaration of the nature of the Tahoe-LAFS Software Foundation
and/or the lack of a public commitment on its part of what it will do
about future licensing.

That sucks! Let's fix this ASAP.
