how to land magic-folders?

Ugh. I don't know how to fix that quickly.. maybe you could resort to
polling the archives? (https://tahoe-lafs.org/pipermail/tahoe-dev/)

Ok, I'm happy to commit it with a "this is an experimental feature, and
future versions may be changed in non-backwards-compatible ways"
warning.

I'll work on the rebase/cleaned up version. If the
"2438.magic-folder-stable.13" branch in the official repo (with git hash
d5b494b618854eddda8f9452912a8693ae3adab9) is *not* the version I should
be working from, please let me know soon.
